H1N1 Flu is Spreading Rapidly in Sinuiju
Since the beginning of November the number of people infected by H1N1 flu is increasing rapidly in Sinuiju, North Pyongan Province. In Sinuiju, cases of people having fever and collapsing after getting infected by the flu are reported everyday. According to one medical worker, “All the patients can barely open their eyes and suffer from headache and high fever, which hit higher than 39°C. I visited one apartment complex, and patients from several households were suffering from the same symptoms. It looks like the new flu is spreading much faster than I thought.” There is no medicine for H1N1 at the hospital. As such, they are prescribing an antibiotic called Revosacine as a substitute measure. It is a Chinese medicine developed in Beijing reported to be effective. So, everyone is looking for this medicine. However, this medicine is already sold out in Sinuiju. The lower class people are suffering immensely from lack of medicine. Meanwhile, on December 4, the Ministry of Health and the Ministry of Education issued an order of early winter break to schools throughout the country based on the number 1 report.

Sinuiju City Party Official, “Heard the death toll hit forty, but there must be more.”
According to a Sinuiju City Party official, North Pyongan Province, he was informed that more than forty people died from H1N1 in several cities and counties in the province, including Sinuiju, and Pyonsung in South Pyongan Province. However, he stated that the death toll would be more than double the reported number. He added that “the number probably would have been reduced to avoid announcing bad news in consideration of the public sentiment.”

Strict Inspection of Sanitary Disinfection Certificate at Every Checkpoint in North Hamgyong Province
North Hamgyong Province has issued an order saying, “Maintain strict control over passenger traffic to other provinces, cities, and counties’’ to each city, county, and social agencies. Starting from December 10, they will issue sanitary disinfection certificate to those who received vaccination, and allow passage after inspecting the certificate.

Still No News about the Price Announcement after Currency Revaluation
Public notice on the prices of goods and services was supposed to be announced at 5pm on Wednesday, December 9. However, the announcement has not been made yet. People are feeling uneasy because the official notice of the prices are continued to be delayed. The prices have gone up a lot compared to the beginning of currency reform. The prices in Sinuiju show that on November 28 the price of rice was 1,700 Won and it was 17 Won on December 2 which is still the same price after the conversion to new currency. However, today’s price is 40 Won which is more than double. Corn price, which was 7 Won (700 Won in old currency), has gone up to 25 Won which is about 3 and a half times higher. Wheat flour price has gone up twice as much from 15 Won (1,500 Won in old currency) to 30 Won. The price of egg has quadrupled from 2 Won per egg to 8 Won today. The merchants think that the prices are going up rapidly because of psychological factors contributed by the delay in the public notice of the prices.

Destitute People Welcome Free 500 Won for Seed Money
In the midst of chaos caused by the currency change, some poor people rather welcome the new situation. First, it is not as hard to make old 10,000 Won as before by selling rice or corn because there are no state-set prices yet. Moreover, people with a lot of cash in old currency are asking poor people to exchange their excess old money on behalf of them and share the new money. Above all, the government is going to distribute free money of 500 Won per person. People who had no money welcome it with an expectation of starting a new trading business by using it as the seed money. For those who neither had seed money for sales nor succeeded in farming, this is a great opportunity to get some seed money. However, other average people’s predicament is continuing: many households ran out of food during currency exchange period, and many parents are worried and shedding tears because they cannot feed their children. Rumors say there will be food distribution soon, but many residents say they cannot make it until December 7th.

“We Cannot Trust Government Policy”
People who have been relatively well-off express their strong skepticism against the government’s policy. Despite the Party’s call saying, “Devote yourself and keep fighting off to ratchet up the livelihood of workers and farmers and make our country strong and prosperous”, people think it is empty promise. They are doubtful of their government’s capacity to procure enough food and necessities to ease people’s hardship in their livelihood. If the prices do not get low enough for people to make living, there is no way people’s lives could get better. Some mid-level officials anticipate increased criticism against the government from the people if the new prices are the same as or higher than before, making it harder for people to live by. If the level of discontent rises, people’s morale for work would decrease further, and there will be more protests against the Party’s control. On the other hand, poor people are not convinced of the rosy future, although they have some expectation for the government’s promises of the 500 Won give-away and a large supply of necessities. They know they should wait and see until the new prices are announced. Those who made a fortune doing businesses want the status quo so that they can continue their way around the law by bribing or doing illegal activities and walk on the easy path they already have established. They are curious about how much the state shops and other public service stations would pay for the items they buy from private companies and businessmen. They are paying close attention to see if the state-run shops could beat the prices of the market.

Rice Price in Sinuiju on Dec 7: 80 NK Won per 1.5 kg
In the morning of Dec 7, the price of rice soared up to 80 NK Won for 1.5kg in Sinuiju, North Pyongan Province. This is a huge jump from 25 Won on the first day of currency exchange. Corn is 25 Won per kg, Pork 100Won per kg, Cigarette 20 Won per pack, US dollar 3,500 Won per 100 dollars if purchased at the bank, and 3,800 Won to private individuals. Train tickets got cheaper around 50 won on average. Now, an Economy seat to Pyongyang costs 430 won. The price of phone calls doubled and now cost 20 won per a call. Wholesalers say, “we are reluctant to call our business partners. We would rather wait for their calls because it is extremely expensive to make a phone call.” The house rent and communication costs remain the same.

Certificate of Exchange Issued for Extra Money in Excess of the Basic 100,000 Won On the third day of currency exchange heads of Neighborhood Unit are visiting each household and explain the rules of currency exchange because not much money was submitted for exchange. According to the rules of currency exchange personally owned 100,000 Won are exchanged at the ratio of 100 to 1, but a certificate of exchange are issued for the extra amount of 500,000 Won which will be exchanged at the ratio of 100 to 1 some time in the future. However, people are suspicious of the plan because no specific date was announced for the exchange of the certificate with the money. People’s reaction shows that “The government never kept its promise before. So, we cannot trust them.” The majority of people say that “I would rather pay 300,000 Won than turn in the deposit money.” They received 1,000 Won in new currency after submitting 100,000 Won in old currency. They only received a certificate with a stamp for the extra money submitted and told to wait until further notice. The residents of Pyungsung South Pyongan Province say that they cannot deposit the money because the head of Neighborhood Unit and the official are not providing a clear answer as to “what amount will be exchanged at what ratio.”

Each Household Submits 600,000 Won to the Head of Neighborhood Unit in Sinuiju
In Sinuiju, South Pyongan Province each household submitted 600,000 Won, which is the sum total of the basic exchange amount of 100,000 Won plus extra deposit amount of 500,000 Won. People were told that the extra bonus money of 500 Won will be paid after currency exchange gets completed, but that did not silence the anxiety of the people. The residents of Sinuiju will have to start their life with 1000 Won in new currency and the certificate of deposit, but they are so much worried about the future they can’t even sleep at night, they say. In fact, they are trying to comfort each other by saying that everyone in the whole country would feel the same way since all the money saved through hard work became worthless overnight. The prevailing atmosphere is the pessimistic feeling that most people will end up spending all the money and become penniless even though there may be a few people may be able to make 10,000 Won at the end. The opinion that predicts that the income gap between the haves and have-nots will become widened even further even though the new start line placed everyone at the same position is also prevalent. Although the government created the leveling effect by lowering the income for everyone, people predict that the leveling effect won’t last long because the income gap will be widened soon. People say that although they know that they will have to overcome this situation instead of complaining about it, all they get is a sigh out of frustration.

The staff of Central and Local Party are making public speeches saying that “From the first day of the New Year all residents will report to work voluntarily without any coercion.” It means that because the currency had been adjusted, if the wages are paid as programmed, everybody will report to work. In addition, they added that, “The trading is momentarily stopped because the new currency is not circulating yet. Therefore the people should not bear grudges. There was no need for us to order suspension of the market operation. People automatically stopped trading.”

Nationwide Market Management Offices order the Merchants “Take away your goods.”
Trading is not stabilized yet because the new prices have not been determined. Under the situation the Market Management Office that had warehoused the trading goods informs the merchants to take away their goods as it became burdensome to store the goods when the trading is not active. It is based on the evaluation that there is going to be hardly any trading in December. The Market Management office emphasizes that they cannot be held responsible for any loss and re-emphasizes that each merchant should bear the responsibility. During the months of September and October, the presidents of the so-called three major news media companies, “Rodong Newspaper,’ ‘Chosun Central Broadcasting Committee,’ ‘Chosun Central Telecommunication Company,’ had been either fired, removed or changed their title. Choi Chil Nam, managing editor of the Rodong Newspaper,
had been relieved from his position to take the responsibility for the erroneous publication of No. 1 photo, and Kim Ki Ryong, president of the Chosun Central Telecommunication Company was appointed to fill the position. A Vice President was appointed for the position of the president of Chosun Central Telecommunication Company. Cha Seung Soo, Chairman of the Chosun Central Broadcasting Committee, was fired because advertisement of Daedong River Beer, Kaesong Koryo Ginsang, Quail Dish at Okryu-Kwan, etc., which was broadcast in TV and it became controversial. One official said, “The General expressed that in the socialist society, unlike the capitalist society, there is no competition among different merchandise and therefore advertisement is not necessary. It’s my understanding that Chairman Cha was fired to take the responsibility of the broadcasting accident.” Chairman Cha Seung Soo had been demoted as the Vice Chairman of the Chosun Writers Central Committee. As for the position of the Chairman, the Chosun Writers Central Committee, the First Department director was appointed.

City of Pyongyang Experiences a Sudden Increase in Number of People Starving during Period of Currency Revaluation
A few days after November 30, the day when the currency revaluation was announced, City of Pyongyang experienced a sudden increase in number of people starving. The attendance records of schools in Pyongyang reveal that an average of 8 to 10 students out of 40 were absent from school. It is an absenteeism of a quarter of all the students, on average. Absent students answered that being hungry was the reason. In Pyongyang, everyone, regardless of being wealthy or dirt poor, is going through a hard time because of shortage of food. Government authorities are worried about increasing number of starving people because market activities will not be normalized until December 6. In conjunction with these difficulties, trading companies in Pyongyang call their branches in China for substitute food items.

Merchants Set Prices of Grains at Ratio of 100 to 1
On December 1 and 2 after the currency revaluation, grains were sold in new currency at Dangsang Market of Mangyongdae District, Pyongyang. White rice of good quality was sold at 16 to 17 Won per Kg, corn at 7 Won and flour at 15 Won, respectively. Also in the Gangandong Market of City of Soonchun, South Pyongan Province, rice is sold at 17 Won per Kg, corn at 7 Won and corn noodle at 8 Won. Merchants follow the ratio of 100 to 1 as set by the government in determining the grain prices. However, some merchants had sold grains in old currency, 30,000 Won per Kg in old currency, 12,000 Won for corn and 25,000 Won for flour. Since no prices have been set by the government so far, many prices of merchandise are being set by the merchants at their will. No merchandise other than grains and other agricultural products is being traded.

Prices of Grain Skyrocket on December 3 in Pyongyang
As of December 2, the price of rice was in the range of 16 to 17 Won in new currency. However, suddenly on December 3, it skyrocketed to 50 Won. Rumor has it that wages seems to be stable with no other benefits rising. This skyrocketed price of rice became the source of numerous complaints. 50 Won in new currency means 5,000 Won per Kg in old currency. Recalling that rice used to cost 18,000 to 20,000 Won per Kg prior to the currency revaluation, the price has more than doubled.

Anyone Who Burns Old Bills Will Be Punished
Government authorities announced that the act of burning old bills after the currency revaluation will be punished severely. Residents would rather burn the worthless old bills than submit them to the government. It is because the residents are concerned that submission of large amount of old bills would bring the attention of the government as to how the money was made. National organization of the provincial security agencies declared the period of November 30 to December 7 to be a special period of security alerts. Provincial mobile units of security agents check the houses whose chimneys generate smoke during odd hours for cooking. The agents randomly check kitchen furnaces. It is because many residents burn the worthless old bills they cannot dispose exceeding the legal limits of currency exchange.

Market Prices Are Set by Merchants at Their Will
Nowadays prices in old bills are called by the merchants at their will. There are no set prices on the merchandise. Accordingly the merchants call the prices as they please. Not long ago, price of rice used to be 1,800 to 2,000 Won per Kg in old currency. Now rice sells for 30,000 Won. Corn used to cost 900 Won and sells for 12,000 Won. Flour for 1,700 Won in the past, costs 25,000 Won now. An egg cost 300 Won and jumps to 7,000 Won now. Price of pork skyrocketed from 5,000 to 80,000 Won. Merchants ask for 150,000 Won for a rabbit and 120,000 Won for a chicken. In the morning of December 2 at Sapo District Market of City of Hamheung, South Hamgyong Province, an egg costs 10,000 Won, pork sells for 10,000 Won, white rice 30,000 Won per Kg and corn 15,000 Won.

Rumors of Ban on Foreign Currency Cause Merchandise to Disappear
On December 3, as rumors of ban on foreign currency were spread, merchandise at the foreign exchange shops disappeared in places, such as Pyongyang, Pyongsung, Sariwon and Sinuiju, leaving the shops look deserted. Another rumor went around on December 4 of ban on Renminbi Yuan and it caused a severe congestion of inter-city communications lines because of phone calls attempting to verify the rumors from the party leaders. A wholesaler in Pyongsung described the situation like this, “Everyone is restless without knowing what the next may bring. One Won in new bill feels like a thousand pieces of gold.” It is known that visiting Chinese and children of Korean Japanese are entitled to exchange some foreign currency.

Merchant Dies of Heart Attack on News of Currency Revaluation after Receiving Payment of 90 Million Won in Old Currency
In the market of Soonchun, South Pyongan Province, a merchant of seafood needs a sum of as much as 90 million Won in a transaction. These transactions involve receiving seafood from the East Sea at Soonchun through Daeheung seafood base and transferring it to Pyongsung market. A female merchant received a payment of 90 million Won on the day of currency revaluation. She heard the news of the currency revaluation an hour after she received the payment. It caused such a shock to her that she died of heart attack. In the meantime government has a policy that allows a priority to the family of anyone who dies during the currency exchange period to exchange currency and receive cash before other families.

Measures for Securing Livelihood are Needed during the Chaotic Period of Currency Revaluation
On November 30, North Korea carried out currency revaluation in 17 years. Through this measure North Korea seems to have attempted to strengthen social control by means of absorbing civilian money into government treasury and eliminate anti-socialist commercial activities in order to redirect its economically active population into industrial production sites. However, the residents’ anger and frustration is indescribable given that they have worked so hard to save money without relying on the government ever since Arduous March.

The currency reform measure needs to be implemented while minimizing the confusion and inconveniences on the part of the people. Despite meticulous execution the inconveniences people have to deal with should not be taken lightly. Purchasing of food has become difficult because of chaotic situation in the market during the currency exchange period. As such, there should be a measure that will facilitate securing of food for the people first. The prices need to be set as soon as possible in order to stabilize the market or a full-scale food rationing should resume. If that is not possible, food rationing should be provided to those who could not secure food at least for a few days.

The success of this currency reform measure lies with whether North Korean government can secure enough resources needed for the livelihood of people. Without food rations and wages what is gained by currency reform would not last long. The prices will rise again and the goods will inevitably converge into market where better price is expected. The North Korean government proclaimed that the purpose of currency reform was to resolve people’s food problem and prepare the foundation for the Strong and Prosperous Nation. Resuming of food rationing to those who suffer from food problem will serve as the yardstick for North Korean government’s will for currency reform.

H1N1 Influenza Spreads in North Korea

Sinuiju: Lack of Medical Equipment difficult to prevent Spread of H1N1 Influenza
H1N1 Influenza is spreading from early November in Sinuiju, North Pyongan province. There have been some patients with symptoms of fever like common cold; however, it is difficult to get diagnosed even in the hospitals. The Provincial Sanitation and Quarantine Unit of North Pyongan province called the influenza as the ‘Swine Virus’, but after a few deaths of children infected from the influenza, it later identified as the ‘epidemic as the likes of the bird flu’. However, the causes are yet to be known. The spread of the influenza is said to be quite fast, as there were 6 people infected within 3days since the first infection from the influenza in early November. Around 40 patients of adolescents and children have died suffering from high fever.

The Provincial Sanitation and Quarantine Unit and the Provincial Public Health Unit medical officials held an urgent meeting to plan for a contingency on the matter. Then, all the patients suffering from the influenza were sent to a rural hospital to be treated in isolation.

Presently, the medical officials from the Provincial Sanitation and Quarantine Unit were isolating households in the neighborhood where the patients were found and closely monitoring 3times a day. Unfortunately there is no measure to prevent the spread of the H1N1 influenza since there are high deficiency of equipments and techniques. They are saying that once infected, ‘it is fatal and death is certain’, and to isolate anyone who had close contact with the identified patients, and will be closely monitored in isolation for 25 to 30days for any symptoms may arise.

Party officials are showing grave concerns on the spread of the influenza that it, ‘hinders the way of being a Strong and Prosperous Nation강성대국 and it affects the face and authority of the nation, thus, complete isolation of those infected is crucial. Particularly emphasizing that “ it would be a great shame if the international community to find out young people from North Korea were dying without getting a proper care at a stage where we are viciously building to be a Strong and Prosperous Nation’ .

Command to take Tight Quarantine between Sinuiju – Dandong
The city of Sineuju, North Pyongan Province determined that the most recent H1N1 influenza is the epidemic virus from the city of Dandong and other border area with China. The government security will take more firm control on the immigration and enhance quarantine on the travelers crossing the border. Public health authority is calling on the meetings for contingency with the officials in related fields after reviewing the cases from Sinuiju.

Pyongyang, 7 Young people Died within 20days
The H1N1 influenza is shown to have spreading fast among children and young people. According to report of an official from the Ministry of Education of the City of Pyongyang, there were 7 young people died within 20days just in November. Theses include 2 university students 21 years of age, a 23 year-old university student, 2 soldiers of the 8.28 Youth Assault Section.

This has only been reported to the Public Health authority from the internal investigation since this cannot be known publicly not only in Pyongyang, but in other major cities. Two persons have died in the city of Pyongsung, a person dying in the early November and another died 26 days later. At the moment there are 6 patients in isolation, but these are not diagnosed as the H1N1 influenza infected with certainty. In Jogunsil Teacher’s College조군실 사범대학, Wonsan, Kangwon Province, 2 freshmen female students have contracted the H1N1 influenza. The University authority has assembled the students on both 24th and 25th of November for them to take full caution not to contract H1N1 influenza. A student in the Sariwon Medical School, North Hwanghae province, contracted the influenza after having been to his home at Sinuiju. At first it seemed like common cold, but the colleagues advised to take a closer check – and the result was that he had contracted H1N1influenza. The student was treated in isolation, but soon died after suffering for 15 days.

Public Health Authority Strain to Make Contingency for Preventing Spreading H1N1 Influenza
December 1, the Ministry of Public Health has called on a meeting to make contingency plan to prevent H1N1 influenza from spreading. In the meeting a few suggestions have put forward for preventative measures, such as, importing the vaccines, students whose health are in doubt and isolate in the individual homes. Also, traffic control on all vehicles and trains that are transporting to and from Sinuiju and local councils should educate public on about the influenza and its fatality to enhance policy on the prevention. Ultimately, however, it is up to individual household whom should observe the preventative measures.

Ministry of Public Health and the Ministry of Education, Called All Schools to have a Winter Break
The Ministry of Public Health and the Ministry of Education held a meeting responding to the crisis. The Ministry of Public health signified that they would need to make a cautious approach since most of deaths were occurring from under 23 years of age.
The Ministry of Education decided to call on all schools nation-wide to have a winter break a month earlier. The winter holiday usually starts after the New Year’s celebration on January 1, and begins from the 3rd, but this year because of the influenza they have started holidays a month ahead of the usual period.
The Ministry of Education have sent official letters to all schools including universities, colleges, high schools and elementary schools that, ‘there will be school holidays from the December 4, due to epidemic of the new virus infections and that it is a special consideration from the General Kim Jongil. An official from the Ministry of Education said that, ‘there have been increases in the numbers of students who have contracted influenza including Pyongyang and other major cities. He also added that the Epidemic of the New Flu is expanding, thus, closing the school is the inevitable outcome.

Teachers are Ordered to “Check on the health status of students during the break.”
As an attempt to prevent the spread of the new flu the education department of city and county throughout the nation issued an order requesting the teachers to check on the health status of students during the break. This means teachers are asked to visit the homes of students in person, paying a visit to 35 homes if a teacher has 35 students to see if anyone is ill. Also, they ordered the teachers that “The best efforts should be made for prevention by following the Party’s health policy and establish meticulous safety measures.” They are stressing the importance of prevention because the treatment of infected patients is difficult. Currently, the number of fatality from the flu is increasing nationwide, but there are not enough wards for patients suspected of being infected as well as not enough medicine, making the authorities keep constant vigil.

Concerted Efforts Needed to Stop the Spread of New Flu in North Korea
In the midst of nationwide chaos caused by currency revaluation, the number of patients infected by the new flu is increasing very rapidly in some areas. The outbreaks of infected cases or death are reported in Sinuiju followed by Pyongyang, Pyungsung, Wonsan, and Sariwon. Considering the current trend the possibility of the spread of the flu nationwide cannot be excluded. The North Korean government seems to be working hard by taking measures such as strengthening the custom inspection at Dandong-Sineuju, importing the vaccine, informing the residents about the risk factors of the flu and ordering early winter break for schools.

There are several reasons that require extra cautions for the new flu in North Korea.
First, currently North Korean residents are at the state of chronic malnutrition due to a long-term food shortage. As such, the new flu can be extremely dangerous epidemic to North Koreans with their weakened immune system. The only way to lower the fatality rate and prevent the rapid spread of the flu is to provide people with sufficient nutrition.

Second, the public health condition for prevention is in a dire situation as well. Even the developed countries aren’t able to come up with measures that go beyond securing the vaccine other than emphasizing the importance of maintaining clean sanitary conditions and washing hands thoroughly. The North Korean people are exposed to constant threat of infection because of lack of sanitary items such as masks, hand sanitizers, as well as clean drinking water.

Third, there are problems with lack of medical equipments, technology, and medicine. Several other problems that hinder implementation of proper actions such as securing of vaccines, diagnostic equipments for early detection, quarantine and treatment of infected patients, and provision of basic medicine to residents.

As such, the North Korean government must seek assistance from the international community instead of hiding the outbreaks of the new flu. Above all, they should ask for help from the World Health Organization (WHO) for epidemiological investigation and receive the vaccines as soon as possible. They should also ask for help with necessary medical equipments from South Korea and the international community.

South Korea must also respond swiftly to the request of North Korea. The flu already claimed the lives of 117 people in South Korea alone, but the epidemic is still going strong, keeping the public health authorities on constant alert. Since the danger of the new flu is much bigger in North Korea they should monitor the situation very closely and actively engage in the provision of medicine and equipments.

Politically motivated interpretations of the outbreak of the new flu as a stumbling block for construction of a strong and prosperous nation or viewing North Korea’s request of medical equipment as an outcome of strong diplomatic pressure placed against North Korea are meaningless. Despite the dialog between the South and North Korean authorities in a deadlock, resolving of imminent humanitarian crisis must be dealt with as the top priority.

National Grain Price Declined Dramatically after Harvest
National grain price have declined dramatically after the harvest season. The price for rice in early September reached its highest at 2,500 NK Won. However, as of November 4th the price has significantly decreased to 1,700 – 1,800 NK Won. Even corn, which was priced around 1,100 NK Won is now under 800 NK Won. As of early November, the food prices are the highest in Chungjin and Hamheung areas and the lowest in Heaju.


Buryung County Focuses on Growing Medicinal Herbs rather than Farming
Buryung County, which is located in the high attitude of the North Hamgyoung province, has small, unsuitable land for farming. Even though they raise corn, the corn farming is not expected to do well this year due to shortage of fertilizer. The farmers experienced food shortage last year as well as this year. The farmers are worried that they might not even be able to afford porridge next year. Min Kwan Kim (alias) recalls, “This is the first year in my 80 years that I have experienced such bad corn farming.” As a result, Buryung County farmers are turning to growing medicinal herbs rather than traditional farming. Buryung County is known as one of the best places to grow herbs even without fertilizing. The farmers are able to earn some living since the government purchases the herbs from the farmers. Because the farming is not good this year, increasing number of farmers are growing a variety of mushrooms and herbs.

Buryung County Fires Farming Laborers for Scanty Harvest
The Committee of Armed forced party of Buryung County in the North Hamgyong Province criticized the division party secretary and farm managers for lack of their qualification and fired them. The Committee then replaced them with qualified laborers. The new laborers, however, only went to their assigned places only after the party vituperated and forced them to go to the place. A laborer complained, “The farming did not fail because the farmers were lazy or the officials lacked the ability. For good farming, there must not only be good weather but also good fertilizer. However, the Farm Resource Provision Unit of the Province Farming Management Commission did not provide sufficient amount of fertilizer to Buryung County because they deemed this place unfit for farming. Yet when the farming fails and crop yield decreases, we are criticized harshly during the meeting of the County Party. Would that make you want to go the place?”

Confiscation and Incineration of South Korean Clothes
On September 30, it was uncovered that companies affiliated with the Pyongyang City Trade Bureau have illegally sold and distributed South Korean ready-made clothes. Children’s clothing, men and women’s clothing, and underwear were sold to various stores in cities such as Pyongyang, Pyongsung, Sariwon, Haeju, and Wonsan. On charges of selling the South Korean clothes, CEOs and directors of the trading companies, and even those Trade Bureau workers who overlooked the sales were arrested. South Korean products can only be legally traded through the Samchunri trading company. Beyond that, South Korean products are forbidden to be imported through China or other third countries. If sellers took off South Korean labels from the clothes before selling them, they would not have been caught. The Central Party ordered each of the cities to withdraw and incinerate the confiscated South Korean clothes. The Central Party assured officials that they would not be responsible even if people protest.

Pharmaceutical Factories in Hamheung City Sell Medicine in the Black Market
Even during the 150-day fight period, there was high absenteeism among workers in the pharmaceutical factories of Hamheung city, south Hamgyong province. Instead of going to the social mobilization which gave no wages, workers worked to earn their daily sustenance through alternative means, such as catching squid. The workers’ absenteeism did not get improved, despite factory officials visiting each house to encourage them to participate in the social mobilization. Absenteeism remained high even after officials sent some of the workers to discipline centers. Most of the workers who came to the workplace did not work hard enough. In some pharmaceutical factories that produce medicine such as Aspirin, workers’ attendance rates are high because workers could earn money by secretly selling medicine on the black market. In the past, drugs produced by the Hamheung pharmaceutical factory were well-known in the market, but these days, their reputations have become tarnished because the drugs are not as effective as in the past. However, there are many drugs that illegally sold because of drug supply shortages. A significant fraction of the 100,000 doses of penicillin and mycin produced for tuberculosis hospitals in the first, 4th, and 5th Corporation have instead been sold to the black market. Factory efforts to prevent the unauthorized sale of drugs have not been effective. Since August 1, factories organized security details consisting of 8 single young women. They guard the front and rear gates.

In Shinyang County, The Families of County Party Officials Live a Privileged Life
The extended families of County Party officials live with them on the Shinyang village collective farms located in Shinyang County, South Pyongan Province. Due to the privileged status of their relatives, family members receive better farming land and more fertilizer. In reality, actual farming on Party member land is performed by ordinary mobilization workers who work on the collective farms without pay. Officials visit their families every Friday, but they only supervise and do not personally help with the farming. Party Family members receive a larger share than other collective farm workers, and they can even exchange their corn rations for rice. When the family grouping on the collective farm was first created, the families of County Party officials did not want to join. These days, family members are eager to join their relatives on the farm.

Reinforcement of the Reporting System for the Residents Living Near the Inter-Korean Border (the Armistice Line) in Jangyeon County
The Department of Propaganda of Jangyeon County Party in South Hwanghae Province is reinforcing the political work that strengthens the ideological resolution of the residents. The Party stated that it will mobilize the officers of the National Security Agency and the People’s Assembly. The officers will inform the residents of the reporting system and awaken their ideological awareness by providing training for the system in order to build up a strong foundation of socialism. Accordingly, the residents living near the Inter-Korean border are educated to promptly report every problem that occurs.

The Number of Defectors is Not High This Year, But Most of Them Are Party Members
On October 15th, the Central Party sent a directive to each Province, requesting stricter punishment for defectors. The Party demanded severe punishment, stating that each Province should not overlook the increasing number of the party members who do not participate in the party-related activities because most defectors to South Korea from this January to September 30th are the party members who did not participate in the activities. In Gimchaek, North Hamgyong Province, the total number of defectors in the directive was thirteen. The Gimchaek city authorities announced that they will soon fire the party officers who did not pay attention to the situations of the missing party members and thus failed to prevent their defections to South Korea. Many defectors are party members because the security of the border has been tightened for the past few years. Only those who are relatively rich, that is, party members, can afford to defect because of the increased risk and the cost of crossing the border.

Follow-up Investigation Strengthened Due to the Increased Number of Defectors
Although the number of defectors is not very high, a post-investigation is expected to be strengthened because of the increased number of defectors this year. According to the Central Party directive, the number of defectors this year is not high but has increased since last year. As a result, a joint team made of the parties of each Province, city, county, the National Security Agency, and the Police Station has been conducting follow-up investigation work for missing people, people not living at home, and especially the families of defectors. The Central Party stated that any law enforcement officer will be dishonorably discharged if one household or more than two people in an area where the officer is in charge turn out to be defectors. When the general residents’ meeting is held after the 100-Day Battle, many officers are expected to be discharged following this statement.

Gimchaek City, Young People from Poor Households Are the Only Ones Volunteering for Mt. Baekdoo Power Plant Construction

The Youth Union Committee in Gimchaek City, North Hamgyong Province is having difficulty finding replacement laborers for the Mt. Baekdoo power plant construction. The party secretary and managers are making personal visits to farms, agencies, and enterprises to recruit young people because nobody volunteers for the work. The officials at factories and enterprises are trying to persuade people to volunteer by offering 50,000 NK won and 15kg of food. For those young people who are the head of a household they are offering guaranteed provision of wood for heating. A profile of the volunteers shows that a majority of them are the children of poor laborers who survive day to day on a diet of porridge. They are volunteering for the work because they want to provide extra food for their family. Unconcerned by food shortages, the children of the rich or government officials do not volunteer for the work.

No Outside Aid for Nursing Homes in Wonsan-ri, Hoeryong City
There are about 100 elderly people, including about 30 who are unable to move, at the nursing home in Wonsan-ri, in North Hamgyong Province. The nursing home does not receive any aid from the city’s People’s Council. As such, it can only rely on outside aid from the United Nations, foreign visitors, and overseas Koreans. However, the city diverts aid materials intended for the nursing home to the Osan Motel to take care of high officials who come for inspections. The nursing home tried to renovate three of their residents’ rooms, but there were not sufficient resources in the budget. So, the director and employees had to work on the farm. The director of the nursing home pleaded to the City Party to share some of the aid materials received from overseas Koreans, but to no avail. On the contrary, they were criticized by Jin Yong-ho, the first vice chairman of city People’s Council and received reprimands. The food situation at the nursing home at Wonsan-ri is not so good either. Elderly residents in the facility live on porridge made with corn powder. Those who can still move around do their own small patch farming to support themselves. Those who are immobile do not receive enough corn powder porridge, suffer from various diseases, and face slow death. Once there were big competitions to get admitted to the nursing home using personal connections because of its good facilities and stable provision of food, but those conditions have become a thing of the past.

Hoeyang Middle School Designated as an Exemplary Physical Education School

On September 13, 2009 Hoeyang Middle School in Hoeyang County, Kangwon Province demonstrated physical fitness, mass gymnastics, Taekwondo, and received the designation of ‘exemplary physical education’ school. The officials from the Ministry of Education, Provincial Party Education Department, Provincial People’s Council Education Department, and the Hoeyang County Party Education Department served as judges. The school had been practicing high intensity training for mass gymnastics and youth Taekwondo from 2pm to 7pm after having regular classes during the morning hours so that they can receive an exemplary designation. The 4th to 6th grade students performing mass gymnastics had to wear dark blue uniforms and the 1st to 3rd graders were required to wear red uniforms. However, the poor parents who struggle to buy food could not buy the uniforms, which cost 12,000 NK won for mass gymnastics and 9,000 NK won for Taekwondo, respectively. On the day of assessment, about one third of the students had to go home because they did not have the required uniforms. The homeroom teachers visited the homes of the students and pleaded with their parents, but many of them could not afford the uniform. They had to proceed and perform the demonstrations only with those students who had the uniforms being able to participate and earn the exemplary designation. Nevertheless, the school did not receive a high mark.

Middle School Instructs Students to Buy Gym Suit for Nomination as an “Exemplary Physical Education School”
In Pohang Middle School in Pohang Division, Chungjin, North Hamgyong Province, the students have done several exercises, including Taekwondo and group gymnastics, every day after school since the fall. The training was for the sake of the school’s nomination as an Exemplary Physical Education School. The teachers told the students to buy a red uniform to unify their outfit.
However, parents who are daily wage earners could not afford the price of the uniform, which costs more than 10,000 won. Not fully understanding their family’s financial situation, children refused to go to school, clamoring for the uniform. In addition to the uniform, the school also prepared gifts of alcohol and cigarettes to win the judges’ favor. The alcohol and cigarettes were also collected from the students, adding to the distress of their parents.

Pyongsung – Chungjin, Railroad Blocked for 5 Days Due to Train Accident

On October 17, a train from Chungjin in North Hamgyong Province heading for Pyongsung in South Pyongsung Province was derailed. A female merchant from Pyongsung, on her way back home after purchasing 35 rolls of cloth in Chungjin, got off the train at the station immediately before Pyongsung in order to avoid any inspection. In her haste, she hurriedly unloaded the cloth and it rolled into the wheel of the train. Since the train stops at the station only for 5 minutes, the merchant was in a hurry. The train ended up derailing as the wheel became entangled with the cloth.
After slipping off the rails, the five passenger cars continued more than 300 meters, leaving the rail bent and breaking the railroad ties. 30 minutes after the accident, the director of the South Pyongan Province Railroad Authority, a political commissioner, and officers from the public prosecutors office of the railroad police station came to the scene and immediately ordered repairs, which were delayed due to a lack of railroad ties. North Korea’s Rail Authority directed the railroad to be repaired in 24 hours but it actually took more than 5 days. The accident caused huge inconveniences in several industry sites since it occurred during the 100-day battle.
Deliveries of steel to the munitions factory in Kangye in Jagang Province were delayed, causing interruptions in the manufacturing process. The cloth merchant, the security guard of the train, and his immediate superior were all arrested and held accountable for the accident. The police station personnel and the train crew of the Chungjin railroad authority office in North Hamgyong Province are all subject to a joint inspection by the Central Party and the Organization and Guidance Department of the Provincial Party.

At 9 am, the Central Telephone Bureau blocks Telephone Lines in Pyongyang City prior to the Currency Exchange
On November 30, at around 9 am, prior to the announcement of currency exchange measures, the Central Telephone Bureau completely blocked all automatic process in their branches in all areas of Pyongyang City. This action was to prevent “the leak of any secret regarding currency exchange and (causing) exchange of conversation regarding the national sovereignty” through telephones.

At 10 am, Announcement of Party Propaganda to the Party Headquarters in all Provinces, Cities, Counties of the Nation
On November 30, 2009 at 10 am, the North Korean government announced its propaganda to the residents through the Party in all cities and provinces including Pyongyang. It was decided that, “In the year of transformation as the Strong and Prosperous nation, in order to bring comprehensive changes, a new currency would be exchanged” and an emergency action was announced.

Central Party and Finance Ministry Conduct Classes for its Core Officials on the Currency, and Two-Day Training for the Currency Exchange Workers
The Central Party and the Finance Ministry conducted classes for its core officials on the currency exchange as well as a two-day training for the currency exchange workers regarding ‘the order of currency exchange.’ Party members from the province went to the District Administration Offices to conduct the training on the currency exchange to the currency exchange workers. For the currency exchange, Party members from the cities and provinces, Securities, Police Stations, Courts, and other judiciary staff were mobilized. For example, if there were 10 District Administration Offices, 18 currency exchange teams were organized and given training before beginning currency exchange operations.

Contents of Currency Training
The major thrust of the training was to explain the reasons and purpose of the currency exchange as an emergency measure. “The fundamental purpose of the currency exchange is to improve the lives of the laborers, office workers, and farm members from the current level to a higher level.” The explanations are as follows:
“Due to the nationwide circumstances and various natural disasters, farming had been poor for several years. As there were problems in securing food for the residents and feeding them, the living standard had deteriorated for several years. The Great General’s desire is to open the gate to the Strong and Prosperous Nation, eliminate any shortage of food, and let people live happily in the Strong and Prosperous nation, lacking nothing. Our great leader, while he was alive, said that his greatest joy would be to have the people eat beef soup, wear silk cloths, and live in houses with tiled roof.” A Strong and Prosperous Nation is to be built by April 15, 2012 and people would live in enormous prosperity. The purpose of the currency exchange is clearly to build the Strong and Prosperous Nation. It was further explained that “Since our money were old and in poor shape, the new Finance Minister proposed the currency exchange measure. It’s also being done in order to improve the quality of the new currency to the global standard.”

The Outcome of the Currency Exchange will be the Material Guarantee for Building and Transforming into the Strong and Prosperous Nation
If the currency exchange is done successfully, in the year to open the gate to the Strong and Prosperous Nation, under the leadership of the Party, 10 million people will bring to fruition (the efforts) of 150 day battle, 100 day battle and (it would be) the material guarantee.

Issues Emphasized at the Currency Training
The Central Party emphasized the following items to the currency exchange workers.
First, there should be no wrongdoing by the workers mobilized to do the currency exchange. Second, the wrongdoings of the currency exchange workers dispatched to the District offices will be considered as treason for the building of the Strong and Prosperous Nation. Third, there should be absolutely no instances where the residents with no money exchange currency for the people with lots of money and receive payment for that.

Announcement of Currency Exchange was a Success “Due to meticulous regulation and organization”
The North Korean government evaluated that on the day for currency exchange, due to the meticulous regulation and organization, there were no scheming or illegal behaviors by the workers.

Currency Exchange Procedures
The following is how the North Korean authority distributes new currency by exchanging with the old one. Each head of Neighborhood Units collects 100,000 NK Won from each household and brings it in an envelope with the ID card of the head of the household and his personal stamp to the District Administration Office. There, officials check it with the registered Neighborhood Unit household list and count the money. They check every note, even those as small as 10 NK won. If the issue number of an old note is unidentifiable or the note itself is too old and fragile, they consider it invalid and do not accept. Broken notes glued together have to be separated again to check the issue number. Only after passing the strict scrutiny can they be exchanged with the new currency. The head of Neighborhood Unit receives the new notes and delivers them to each household. In this way, the exchange process is executed from Neighborhood Unit No.1 of a District Administration Office to the next.

Delay of Issuing Small Notes to Suppress the Market
The new notes already distributed are 200, 500, and 1,000 NK Won notes. It is said that new notes for 10, 20, 50, and 100 NK Won are already issued, but they are not distributed yet. This is to discourage the use of new notes until new state prices are set. Market activities are hindered because sellers cannot give the change without small notes even if residents want to buy something from them.

After Currency Exchange, Everyone Gets 500 Won for Free
The government is planning to distribute free money after the currency exchange has completed in all District Administration Offices. The free money will be 500 NK Won to each person, regardless of age. A household of two persons will get 1,000 NK Won, 4 persons 2,000 NK Won, and 5 persons 2,500NK Won. The reason they give away 500NK Won per each one in a household in addition to the basic exchange limit of 1,000 NK Won per household is “to let them eat and live well without suffering in the mean time.”

Market Expected to Function January Next Year
Party Officials in rural areas anticipate the current market abnormality will continue throughout December. The management of Soonam Market, in Chungjin City, North Hamgyong Province announced to sellers that sale items stored in the market must be removed. “This might be to eliminate many prohibited items from the market”, according to a management officer at the market. He foresaw that due to the currency change it would be difficult to circulate cash even after the government announces new prices. An official in Pyongsung City predicted with caution that the market will recover only in January 2010. However, the government will complete the currency exchange in a week to reduce uncertainty and inconvenience in people’s lives and let them buy necessary items with the new currency in state-run shops and markets. At the same time, the authorities are reinforcing Party worker programs to help households with insecure livelihood.

All Factories and Companies Halt Production for a Week
Currently, all the factories and companies have stopped production for a week during currency change.

People’s Reactions after Currency Exchange
Cases of heart attack or death are reported among residents who went into shocks triggered by sudden currency exchange. Other residents, who have saved money through hard work in their business since Arduous March, could not withhold the shock of their hard earn money evaporating like bubbles. In the evening of November 30, a laborer who works at a daily goods factory in Hoesang district, Hamheung city, South Hamgyong Province died unexpectedly because he could not endure the shock. He has been suffering from a heart disease already, but he was totally devastated by the loss of the 1.3 million NKW he had saved for his son who was discharged from the military last August and scheduled to have a wedding at the end of the year. He had rushed to countryside and looked for poor family with no money to make an offer of dividing the money in the ratio of 70% to 30%, but he could not avoid a huge loss. Around 11pm that night he fell on the ground while going to restroom and died at the spot because of a severe injury to the head. A law enforcement agency visited the house to determine the exact cause of his death the next day.

Investigations Underway at Households Where Death is Reported
In the midst of aggravated sentiments among people law enforcement agents started to conduct investigations on the cause of death for those who died after the announcement of currency revaluation. The purpose of investigation was to determine whether the deceased actually died of an accident or committed suicide out of protest.

Offers Made to Destitute People for Dividing the Old Currency at the Ratio of 70% to 30%
On November 30 in Hamheung city, South Hamgyong Province, as soon as the news of currency revaluation was announced there were many attempts of people looking for people with no money and make the offer of dividing the money at the ratio of 70% to 30%. Especially, those who engage in business went to countryside and made offers to the farmers that they will give the farmers 300 NKW and take 700 NKW for themselves if the farmers can do the currency exchange for them. There were numerous such cases where the merchants in every district market in Hamheung city give up their business for the day and looked for poor people with no money.

[North-Western District United Coal Mines] Poor Working Conditions, Depressed Morale, and Low Productivity
The mines of the North-Western District United Coal Mines, South Pyongan Province are suffering from low level of output and production productivity which cannot be restored to the normal level. The Party Committee of the United Coal Mines dispatched during the 150-Day Battle officials to each mine to boost morale and productivity. However, output at the end of the second quarter turned out so low that all the efforts wrapped around the slogan, “Let Us All Be Victorious” proved futile. At the beginning of the 100-Day Battle, party officials visited the coal mines of the districts of Soonchun, Dukchun and Bookchang and held meetings with the local officials to solve the problems. These meetings revealed that facility maintenance and securing human resources were the most imminent issues. Since last May the Youth Coal Mine of Soonchun District made a request of 200 new coal cars, but it was turned down. The rationale for refusal was that the main reasons for the many coal car accidents were the uneven foundation of the trails and the rails and it is the uneven foundation needed to be fixed. The Youth Coal Mine protested that “We don’t have the fund to fix the foundation of the trails and the rails. We have only a few usable coal cars.” Most of the coal cars are beyond repair. While coal gets transported on coal cars, not a single day goes by without experiencing derailed coal cars. Restoring each derail incident requires, at least, one to two hours. Many hours spent on restoration will cause reduction in the production of coal. Consequently, officials at the Soonchun District concluded that replacement of old coal cars was the only option. The coal mine officials complain that criticisms they receive for low production are unfair because of “such poor working conditions.” Once in a while, words go around that, “The situations around here are so pitiful that laborers now are experiencing worse situations than those under Japanese rule in 1930s.”
Under these circumstances, it would be only natural to expect low morale on the part of miners. They seem to be waiting only for rest breaks and lunch hours. Some miners revealed their “uneasy” feelings to the party officials dispatched to the sites on the occasion of the 100-Day Battle. The miners are wondering how the visiting party officials for site counsels would understand the miserable conditions the miners go through when no party officials come into the pit themselves.

Commendation and Gifts Awarded To Mines That Achieved Planned Production
While most of the coal mines of North West District have produced less than the target production level, there are some coal mines that achieved the level, and these mines were commended and gifts were awarded to these mines. The results of management assessment at the end of 150-Day Battle, which examined production output and miners’ absenteeism, etc, showed that the Fourth Youth Pit Platoon of Coal Mine of Soonchun District achieved the best performance. The Fourth Youth Pit Platoon has been known to perform expeditiously in excavating and blasting projects. This mine has been used as a model mine in movies and on TV for propagandas purposes. Accordingly, this mine has been provided with better facilities, food rations and other amenities in comparison to other mines. At this time, the mine has bee awarded with a special meal and two bottles of liquor for each miner, even though the awards in the past are considered better.

Before the days of Arduous March, everyone could get a meal of high nutrition, specially prepared at the nutrition cafeteria every day at the end of the shift. In addition, each miner was provided 3.2 Kg of pork, 2.4 Kg of sugar, 15 eggs, 1.5 liter of liquor and 1.2 Kg of various herbs for health every month. However, since 1995, these provisions have been either disappearing or reduced. Now even the food rations for families have stopped. Each miner gets 11 Kg of rice, 4 Kg of corn and 8,000 NKW as monthly wages. They receive better food rations and a little higher wages than the other ordinary laborers. Nevertheless, this level of compensation is not good enough to evade miserable livelihood without small plot farming or commercial activities. Mines are located in remote mountainous area, which provides poor conditions for small plot farming and any commercial activities.

Decreasing Enrollment in Kindergarten Despite Exemption of Extraneous Monetary Burden
Nurseries and kindergartens in the laborers district of coal mines are concerned with reduced enrollment. Up until last November, they could afford, at least, to provide a meal a day to the children, but beginning last February, they had to stop it. Parents of the children who cannot afford to bring lunches to the kindergartens do not send their children. Nurseries and kindergartens provide only soups to children who brought rice for lunch. They provide three locally produced cookies to children. These cookies are paid for by the fund provided for children by each parent, 1,200 NKW a month. Any extraneous expenses are not imposed on the parents under the pretext of school beautification, etc. This kind of expenses is covered by the fund from the small plot farming or extra work of the laborers and teachers of the kindergartens. Even these kinds of efforts are not useful to keep the enrollment from falling. Wives responsible, instead of husbands working in the mine, for providing for the children leave for distant places for commercial activities normally ask their relatives to take care of the children.

Coalmine Women’s Union Tighten Control of Women Peddlers
The Coalmine Enterprises in the northwest are located in a place where small patch farming is not very successful. As a result, many women travel long-distance to peddle. The Coalmine Women’s Union issued an order to “Strengthen the systematic control and to reemphasize the role for the women who peddle without reporting to the organization.” Because the circumstances are not right for businesses, many women are gone for long periods of time once they leave home. As such, both the women and their families experience difficulties. Nevertheless, many women leave home to peddle because there are not many other ways to make a living. Despite these hardships, the authorities continue to tighten their control on the women’s behavior, rather than providing real solutions.

A Coalminer’s Descendents Destined to Become Coalminer for Generations
Just like farmers, it is difficult for coalminers to change their occupation. Once someone in the family becomes a coalminer, his descendents are destined to become coalminers for generations. Many of them do not have good socioeconomic and class background. In 1967, in Soonchun area in the South Pyongan Province, there was a mass migration of ‘impure class’ from Pyongyang, Kaesong and the South Hwanghae Province. Many were families of those who were executed during the Korean War. Others were people who have families in South Korea or whose families were captured while trying to escape to South Korea. They were classified as lacking good socioeconomic and class background and sent to the mines, where about 70 to 80% of such people make up the coalminers. No matter how hard they work, it is difficult to become a party member and it is difficult for their children to join the military. Once in a while, some of their children are allowed to join the military, but they are assigned to a difficult unit such as construction force. Some young men try to remain as military laborers because they do not want to return to the mines. As such tendencies grew, the Party issued an order in May 2007 stating, “when their military service is done, send those who lack good socioeconomic and class background to work in the mines in their hometown and not to the Coal College, regardless of how well they served in the military.”

The longshoremen who work in the Port of Nampo in South Pyongan Province do not worry about the distribution of rations. The longshoremen have already received rations for themselves and for their family members in their entirety since January. Imported corn was distributed between January and March, a mixture of thirty percent corn and seventy percent rice was distributed among the workers from March to the end of June. In addition, people received their entire ration in rice from July to October. Even though the monthly wage is rarely paid on time, authorities distribute rations punctually, so laborers are generally satisfied. As Nampo Port is the gateway which is open to foreigners, uniforms and meals for the laborers have been prepared very carefully. On the 29th of every month, special supplies of granulated sugar, bean oil, and flour are provided in portions of 2 kilograms per person during the work planning meeting. Sometimes, units that have performed well may take up to 5 kilograms. Occasionally it comes to light that goods such as granulated sugar or flour have been stolen during loading. Approximately 20 people were caught stealing during the first quarter of this year, all of them were fired. The laborers who were fired missed their job tremendously.

“This is the worst harvest year,” Disappointing Bean Harvest in Sonchon County
“This year’s harvest is the worst harvest that we have seen yet. We are already beginning to worry about how to survive next year,” say the farmers in Sonchon County, North Pyongan Province. Sonchon County concentrated its efforts more on bean farming than other crops this year because last year’s bean yields were 1.3 times more than the previous year. Officers from the Armed Forces Party have frequently expounded on the importance of the Party’s bean farming policy to farmers, encouraging them to be successful in their bean farming. The Farm Management Council and the Committee of the Armed Forces Party instructed every factory and public enterprises in the region of Sonchon County to provide active support. Accordingly, factories and public enterprises have provided labor to the farms. Each household has gathered one ton of human excrement and the waste from chickens, dogs, rabbits and goats. But it has not been easy to gather an amount as large as one ton. Residents frequently offered money to team leaders or supervisors of a farm in order to forge a certificate claiming that the household had already fulfilled its obligation. The quality of the compost was problematic as well. Since the task has been repeated every year, residents lost their willingness to contribute compost. Producing the compost has also become more costly. For these reasons, the fertilizer issue, which is crucial to farming, has not been resolved. Moreover, there have been additional weather problems. There was a drought during the period when bean flowers bloomed and the bean pods grew heavy. The harvest turned out to be smaller than it had been in the first half of last year because few beans appeared and many failed to ripen. Since the small bean harvest has come after high expectations, farmers are saying that they have never seen a harvest worse than the one this year.

Ganggye Farm Faces Difficulty Transporting Harvested Crops due to Lack of Transportation
As the 100-Day Battle started, Ganggye City, Jagang Province, urges its cooperative farms not to waste even a grain while transporting the harvest, but the farms are experiencing problems with the means of transportation. It's not easy to find any vehicle to transport grains. They have mobilized handcarts or oxcarts but many of them are often broken or flat tired and not useful. The officials emphasize that "if you set your mind to it, there's nothing you cannot do. Prepared with the resolution and psychological readiness, let's all participate in the fall harvest." The farmers listen but they say, "It can't be done" as they turn around. However, the farmers are very enthusiastic about transporting the grain harvested from the small patch field. The farmers' consensus is that, "When it's certain that these grains will go into our own mouth, we are motivated. No one wants to do the (cooperative) farm work as if it's their own because even if you do the work there is little distribution."

Rich Harvest along the Railroad between Sinuiju and Pyungyang
While a poor harvest is forecasted for the whole country, a rich harvest is expected along the area of railroad tracts between Sinuiju and Pyongyang. It is because there had been an instruction from the Party that plenty fertilizers and all other means should be applied to the field along the railroad to make the crop bountiful. It was intended to impress the passengers of international train that operates every other day. North Korean people say that, "You cannot tell the food situation in the country by just looking at this (crops along the railroad). If you say this year's harvest is good after looking at it, that’s wrong."

Illegal Selling of Construction Materials due to Shortage of Food and Supplies at Urang River Hydroelectric Dam
As the intensity of construction laboring in Urang River Hydroelectric Dam, North Hamgyong Province has increased, laborers are sneaking out construction materials more frequently. “Although laborers become weaker as they work for more than 12 hours a day, food and supplies are always insufficient. Consequently, we had to feed ourselves by selling the materials,” laborers said. The People’s Committee of North Hamgyong Province carried 40 tons of potatoes from Daehongdahn farm and distributed 2,500kg of them to each special labor brigade.
The Construction Supervision Department of the province gathers the leaders of Special Labor Brigade of several areas and political directive officers to have a meeting once a week when the department checks the present status of supporting supplies provided by cities and counties. When problems entail with provision of supplies, the department would demand the County and City Party, and the Administration Department to rectify the problems. When they do not comply with the demand, the department would criticize the chief secretaries from all cities and counties publicly in the meeting of the Province Party. The department tries to “guarantee both the quality and the quantity of construction materials and provide the stable supporting materials,” but laborers still need more supplies. Laborers sell cement or an iron reinforcing rod not only for food but also for their drinks to get over the hardships of workplace.

Frequent Theft of Railroad Sleepers in Baikam Railway Branch
The Baikam Railway Branch, Ryanggang Province, is focusing on the transportation of railroad sleepers during the 100-Day Battle period. It was because there had been an instruction that "all railway workers and transportation warriors should mobilize themselves to transport railroad sleepers to the coal mines." The branch dispatched an instructor to every station to make the operation efficient and to check the daily status. However, the sleepers are frequently lost or stolen because the railway workers are secretly removing the sleepers that came to the station. As the amount of loss increases the railroad investigation office investigated the station workers numerous times. The railway workers explain the cause for continuous thefts: "How could they insist on the orders from the upper echelon without any regard to the workers' living situation? We often don't eat even twice a day. Don't we have to live even if we have to steal and sell the sleepers?" They know that once caught of stealing they will be sent to the labor camp but as their livelihood depends on it, the theft accidents continue to occur. There are other problems in the process of transportation such as the decreased amount of sleepers needed at the coal mines, not enough number of towing trucks, and the frequent breakdown of locomotives.

Although the Government Can’t Feed You Due to Circumstances, You Must Work Hard
The Central Party claimed, “We have successfully accomplished a strong political ideological nation, a strong military nation, a fortress of scientific technology through the Military First Policy. Now if we reach the goal of Strong Economic Nation, we will be able to open the doors to the Strong and Prosperous Nation. We must make this year the transition point towards opening doors to the strong nation so that we could celebrate the 100th year anniversary of the birth of Kim Il-sung, the Great Leader, in 2012. This year, from all fronts and sections, marching along the battle motto presented by the Party, we must engage in the war of Party-wide offensive, nationwide mobilization, and people-wide combat. The motto, created for the150-Day Battle, is the message for the 10,000,000 people to work harder. Corresponding to the battle motto, (we must) mobilize the potential power and the mental power of the whole nation to build the economic power. Even if the government cannot provide food due to its circumstance, (everyone) must work in their own field, without dissent." This is the message delivered to all sectors to encourage the participation in 100-Day Battle.
In addition, it says that, "All citizens need to fully participate, with the spirit of absolute dedication to success, in their duty to the Party and to build the strong nation so that they can be praised by the descendants." This means that people should follow the General's leadership in the 100-Day Battle in the same strength as they did in the 150-day Battle. The residents at the lecture hall criticized and complained that, “They are ordering us to work hard even if the Chosun Labor Party does not pay you or feed you. Isn’t it true that they are claiming that the country is poor and busy but they still want us to work 150-Days or 100-Days Battle? This is a typical method used by the Party to silence everyone’s opinion.” Since they worked so hard during the 150-Day Battle, people are not working much for 100-Day Battle. From 1995 to 1997 many people died of starvation, and even now (the government) uses country's circumstance (as an excuse) and offers the fantasy of strong and prosperous nation. There is control and surveillance of the residents, exploitation of the laborers, food problem, and yet the Party wants us to work -- does it make sense? One day it's going to fail. Those in higher ranks don’t seem to listen to people’s resentful cry.”

The Ways Gilju Residents Survive
Seo, Choong-hwan (alias) who engages in a Daligi business (i.e., purchasing products in one place and selling them in another place to make a profit) between Gilju County and Hyesan, North Hamgyong Province, speaks flatly that running a business is the only way Gilju residents survive. As Mr. Seo said, although there might be a slight difference among the residents in Gilju County regarding how they make their living, most of them run businesses in the market. The residents who barely manage to eke out a living make food every day to sell in the market. They also go to the station at night to find travelers who did not find accommodations, and take them to their house to provide accommodations. The police station found the residents and levied a fine on them, but they continue to run this illegal business. There are government-run inns for travelers, but they do not provide any heat or blankets in the winter, so travelers do not want to stay at them. Thus, these inns have gradually disappeared and are now used for enterprise offices. Because Gilju Youth Station is a junction to Hyesan, Ryanggang Province, many trains stop at and many travelers use this station. The residents frequently ask the information desk about the train schedule and put rice, food and alcoholic beverages in their portable carrier to sell. Railroad inspectors, officials and staff of the station prohibit them from selling the items, but they manage to sell them inconspicuously.

Residents with extra money build a small 10-pyong house (1 pyong = 3.954 square yard) beside their storage or house to sell various items. This house is called a ‘Maedae’ house where they sell alcoholic beverages, cigarettes, snacks, and all kind of life necessities that they purchased in the market or from brokers. The main customers are neighbors or nearby factory workers. Factory workers sometimes come to the house to sell some factory-manufactured items, which they stole from the factories, cheaper than the market price. Maedae houses near rural areas purchase the grains that farm workers steal to make food. The good selling items are bread, meat ball with rice, rice cake, alcoholic beverages, candies, and snacks. Although the People's Commissariat Assembly and the law enforcement agencies have cracked down on the Maedae houses, they often overlook the illegal business after taking bribes. However, they sometimes crack down on the houses to show they still control the houses.

Officials Take New Housing in Haeju
The city of Haeju in the South Hwanghae Province started constructing new houses in a large scale in 2002. Since then, powerful and wealthy agencies, enterprises and individuals began to swarm in as import business of raw materials and fishery trade developed in the Haeju port. During the 7 year planning period (1987 – 1993), a plan to construct a 100,000 kw thermal power plant was proposed. Although shortage of funds after the foundation work left the construction unfinished, the plan to build the power plant raised the expectation that Haeju City will continue to develop. Furthermore, the abundance of short-necked clams and shellfish in Haeju City resulted in the growth of trading companies doing business with China. As Haeju City Port developed into an international port, the wealthy began to move in to the area and new homes were built for them. Although some complained that the houses were too luxurious, wealthy individuals and officials moved into those places, while retired soldiers or recipients of national pension for their contribution to the country moved into the older homes once occupied by the wealthy individuals and officials. Recently, 30 units of four-bedroom, 245 square yard apartments were constructed. The land was acquired through the cooperation with the City Management Housing Authority and the down payment of 3 million NKW was collected from those waiting to move in. The money was used to begin the construction of the apartment. However, only basic construction work was finished for 15 units while the remaining 15 units were sold for 3.7 million NK won each. The city conferred the sales right of five units to the construction management office and the remaining 10 units were managed by the city. The City Management Department allocated 4 units to the officials of the City Party, Province Party and the government office. The next priority recipients were descendents of retired soldiers or those killed in action. The people who moved into the new homes are mostly officials of enterprises, and only one or two laborers receive new homes every year for propaganda purposes.

Kim Chaek Engineering University, Becoming Young Heroes During 100 days of Preparing for the War
At the Youth Unity Committee in Kim Chaek Engineering University, college students came together to strengthen the nation’s image. This meeting included 100 days of intense training in construction in an attempt to advance the nation’s science development programs. During the 100 days of battle preparation, the students are looking to improve their knowledge and skill to contribute to growing the nation. Conclusively, the theme was for all students to aspire to become young heroes. After the meeting, the students at Kim Chaek Engineering University decided to send a group of three students to the Hee Chun Development Center each week. Although the authorities want intelligent and skillful students, the school boards are targeting students with no prominent background or family prestige. Each grade decided to collect 5,000 NK Won for the students helping out at the Hee Chun Development Center.

Tough Competition to Enter the School of Pharmacy in Hamheung
The college of pharmacy in Hamheung, South Hamgyong Province, is a nationally known school and popular among female students. The reason for its popularity is because students will be assigned to a hospital or a pharmacy after graduation where they can work comfortably. Because the number of applicants has been increasing every year, it becomes more difficult to get into the school. Veterans are admitted unless there are any specific reasons for their disqualification. It is more advantageous for rich middle school graduates to be admitted because, starting from the entrance exam to the admission letter, it will cost more than 600,000 NK Won per applicant.

Forty Percent of Pharmacy College Students are Involved in Manufacturing Drugs in Hamheung
According to the Police Station in South Hamgyong Province, forty percent of pharmacy college students manufacture various kinds of drugs including methamphetamine (philopon). They also sell the drugs and sometimes even take the drugs as well. Three juniors were arrested for manufacturing and selling methamphetamine (philopon) from last October to this August. The students handled 9kg of methamphetamine (philopon). The faculties who received money from the students and excused their long absences were fired and sent to work as miners.

Crane Malfunctions at Songlim Port
On October 25th, a crane bent at Songlim Port in South Pyongan Province. This accident was caused by insufficient inspection of the machine by the Machine Managing officers. The crane curved while materials were being transported to Hwanghae Iron Mill. The jack, which was needed to lift the problematic parts of the crane, was not available at the port. Therefore, significant time was lost to bring the jack to the port from the Iron Mill, delaying the shipment delivery to a factory from China. Because the repair took three days instead of 20 hours, the port had to pay the detention of a ship (DEM) charged by the Chinese shipping company. As a result, two machine managing workers were arrested.
